Welcome to the Louisville Metro Air Pollution Control District State and Local Emissions Inventory System (SLEIS), a web-based application that allows permitted facilities to compile and submit point source emissions inventory data.

Complete Annual Emissions Inventory Submittal

  • Upload in SLEIS as Report Attachments all background information and calculation spreadsheets used to obtain the emissions which are reported
  • Title V  & NEI Sources:
    • New for the 2024 Emissions Inventory! APCD is now CROMERR (Cross-Media Electronic Reporting Regulation) certified for SLEIS, so a paper copy of your submittal is no longer required. The Responsible Official (RO) will need to submit the SLEIS Electronic SUBSCRIBER Agreement Form, attached to this email. Please note that the RO will now be required to certify the SLEIS report.
  • FEDOOP & Minor Sources:
    • For the annual report, a paper copy submittal which consists of:
  • A printed copy of the emissions report emailed from SLEIS:  [YEAR_PLANT-ID_Emissions_Report.pdf], and
  • The E-99 Plantwide Emissions Summary and Certification Form, signed by the Responsible Official.
  • The Forms can be found on the District's website.

SLEIS Access

In order to access SLEIS you must send an email to air.emissions@louisvilleky.gov with the following information:

  • Email Address
  • Full Name
  • Contact mechanism (a minimum of at least: Other, Email, Fax, Phone, and/or Mobile)
  • Regulated facility (or facilities)
  • Organization name (for designated consultants)

Once this information is received, a user account will be created, and a confirmation email will be sent to the user.

It’s the District’s policy that for consultants to gain access to facilities, the requests have to originate from the client.
